Experts Urge Robust Monitoring Systems to Accelerate Ghana’s Industrial Growth
By Top Knowledge Media | April 17, 2025 As Ghana navigates a shifting economic landscape marked by reduced donor support, experts and policymakers are calling for a stronger national focus on monitoring and evaluation (M&E) to ensure industrial policies deliver tangible results.

At the launch of the Development Insights Hub in Accra, Professor Peter Quartey, Board Chairman of the organization and Director of the Institute for Statistical, Social and Economic Research (ISSER), delivered a compelling message on the need for early intervention, data-driven feedback, and capacity-building among the youth to sustain Ghana’s industrial future.
“Too many government initiatives are launched without sufficient follow-up. We need to build a culture of continuous assessment—one that starts at the beginning, not the end,” Prof. Quartey remarked.
“Empowering young people with M&E skills ensures that they not only understand policy but are also equipped to shape and evaluate it. They are the next generation of decision-makers, and we must prepare them for that role.”
Preventing Failure Before It Happens
Prof. Quartey emphasized that policy reviews must be proactive rather than reactive. By embedding real-time evaluation mechanisms into every programme, the country can identify and address gaps before they widen into failures.
“Waiting until a programme has failed to review its effectiveness is costly and counterproductive. We need to build systems that help us course-correct early,” he stressed.
Civil Service Reinforces Its Role
Backing this sentiment, Dr. Evans Aggrey-Darko, Head of Ghana’s Civil Service, reiterated the critical role of M&E in policy execution. He noted that public sector effectiveness depends on designing strategies with clear accountability frameworks from the outset.
“Policy design and implementation must go hand-in-hand with robust monitoring. It should be a default practice, not an afterthought,” Dr. Aggrey-Darko stated.
“The Civil Service is recommitting itself to upholding strong policy direction that drives sustainable national development.”
