Ghana Initiates Comprehensive VAT Review to Simplify System – Finance Minister Tells World Bank
Ghana’s Finance Minister has announced the government’s decision to undertake a comprehensive review of the country’s Value Added Tax (VAT) regime, aiming to simplify the tax system and make it more efficient and business-friendly. The announcement was made during an official engagement with the World Bank.

Washington D.C., USA – Ghana’s Finance Minister, Dr. Mohammed Amin Adam, has disclosed that the government is embarking on a comprehensive review of the current VAT system, as part of efforts to enhance revenue mobilization and reduce the burden on businesses.
Speaking during a high-level meeting with the World Bank on the sidelines of the Spring Meetings in Washington D.C., the Minister emphasized that the review seeks to streamline VAT processes, reduce inefficiencies, and increase compliance.
“Our objective is to make VAT administration simpler and more transparent, especially for small and medium enterprises,” Dr. Amin Adam said.
The Finance Minister noted that the current VAT structure has become complex and burdensome for many taxpayers, leading to low compliance and administrative challenges. He assured that stakeholder consultations will be a key part of the process.
The World Bank lauded Ghana’s reform initiative, stressing that improving tax systems is crucial to fiscal sustainability and economic recovery.
