Health Ministry Refutes Amin Adam’s Claim, Says No Agenda 111 Hospital Fully Operational
The Ministry of Health has dismissed claims made by Finance Minister Dr. Mohammed Amin Adam that some Agenda 111 hospitals are fully operational. In a statement released today, the ministry clarified that while significant progress has been made on the hospital projects, none of the facilities under the initiative is currently fully functional.

Dr. Amin Adam recently stated in a public address that some of the Agenda 111 hospitals—a flagship government initiative aimed at improving healthcare infrastructure—had begun operations. However, the Health Ministry has contradicted this claim, emphasizing that while some hospitals are nearing completion, they are yet to be fully equipped, staffed, and commissioned for public use.
According to the ministry, construction works on several of the 111 hospitals are at various stages, with some nearing 90% completion. However, critical elements such as medical equipment installation, staffing, and regulatory approvals are still outstanding.
Government’s Commitment to Completion
The Agenda 111 project, launched in August 2021, aims to construct 101 district hospitals, seven regional hospitals, and two specialized hospitals across Ghana to enhance healthcare delivery. The government has faced multiple challenges, including funding delays, inflation, and logistical constraints, slowing the completion timeline.
Despite the Health Ministry’s clarification, government officials continue to assure Ghanaians that several of the hospitals will be operational by the end of 2025.
Public Concerns and Political Implications
The conflicting statements have sparked fresh debates about the transparency and progress of the Agenda 111 initiative. Critics argue that the government must provide a clear, factual update on the project’s status to avoid misinformation.
Health sector stakeholders, including the Ghana Medical Association (GMA) and civil society groups, have urged the government to accelerate the process, emphasizing that delays in hospital completion directly impact healthcare access for millions of Ghanaians.
As the debate unfolds, Top Knowledge Media will continue to monitor developments and provide verified updates on the Agenda 111 project.
