Minority Demands Immediate Certificate of Urgency to Repeal ‘Dumsor Levy’
The Minority in Parliament is demanding that the government urgently repeal the 'Dumsor Levy', officially part of the Energy Sector Levies Act (ESLA), arguing that the continued imposition is unjustifiable and no longer necessary.

The Minority Caucus in Parliament is demanding the immediate repeal of the Energy Sector Levy, widely referred to as the ‘Dumsor Levy’, insisting that the charge no longer serves its intended purpose and unfairly burdens the Ghanaian people.
Speaking at a press conference in Parliament, Minority Spokesperson on Energy, John Abdulai Jinapor, called on the government to submit a certificate of urgency for the repeal of the levy under the Energy Sector Levies Act (ESLA). He argued that Ghanaians continue to pay the levy despite a marked reduction in the power outages that initially justified it.
“The original purpose of the levy was to address legacy debts and stabilize the power sector during the energy crisis. That crisis has long passed. Yet the levy remains,” Jinapor emphasized.
The Minority also questioned the transparency surrounding how revenue from the levy—estimated to have raked in billions of Ghana cedis over the years—has been used. They argue that with no comprehensive public accounting or auditing, the levy may have become a fiscal loophole for non-priority spending.
Civil society organizations have echoed similar concerns, calling for a full audit of the ESLA Fund and its management.
The ‘Dumsor Levy’ has long been controversial, introduced as part of broader fiscal consolidation measures during the peak of Ghana’s power crisis. But with power supply generally more stable in recent years, many citizens are now questioning why they continue to pay for a crisis they no longer face.
The Minority insists that repealing the levy is not only a matter of economic justice but also necessary to ease the cost of living burden amid inflationary pressures and fuel price hikes.
“We are demanding a certificate of urgency because Ghanaians deserve financial relief—now,” Jinapor stated.
The government has yet to formally respond to the Minority’s request.
